Technology Development Strategic Planning and Program Management Integration for 2020-2021 Projects

The primary tasks of this project covered three aspects, namely planning the mid- and long-term science and technology development for the Environmental Protection Administration (EPA), formulating early planning and implementation details for government science and technology development, and promoting the implementation results of EPA science and technology projects. In 2020, this project organized 14 interviews with the EPA service units, three EPA internal meetings, and three expert consultation meetings. This project also proposed a draft of medium and long-term science and technology policies for the EPA. In 2021, this project held 14 interviews with the EPA service units, four EPA internal meetings, and two expert consultation meetings. The seven primary topics of science and technology policy were compiled into five, and the second revised version of the medium- and long-term science and technology policies was proposed, establishing the framework for implementing EPA medium and long-term science and technology policies. For government technology development, this program assisted the EPA in the early stage of the science and technology projects. In 2021, a total of 12 projects with an application grant of NT$169,350,000 were approved. In 2022, a total of seven projects with an application grant of NT$146,215,000 were approved. In 2023, a total of eight projects with an application grant of NT$132,604,000 were approved. Every year, this project assisted the EPA in submitting a comprehensive project introduction to obtain a budget for science and technology projects. As for the science and technology project review, this project assisted nine EPA projects in applying for 2021 grants and obtained a total amount of NT$94,855,000. For 2022 grant, four projects were applied, and a total amount of $94,615,000 was approved by the Executive Yuan. Regarding the performance evaluation and assessment of science and technology projects, a total of seven science and technology projects under the EPA were reviewed in 2019, while seven projects were reviewed in 2020. An annual result report on science and technology projects was published each year, and the annual assessment of 2020 was completed. The results were all graded A. As for promoting the implementation results of EPA science and technology projects, this project organized the Forum on Environmental Technology with a total of 119 participants in 2020. A total of 22 papers, 23 posters, and one conference proceeding were published. One monograph about the forum was written. In 2021, the Forum was organized with other service units, expanding the forum to include various project result presentations. The forum invited a total of 353 participants and published 28 papers, 28 posters, and one conference proceeding. One monograph of the forum was published. All papers of the Forum every year were uploaded to the EPA official website for public access, achieving the expected goal of sharing the research and development results of the projects. The overall performance of this project was favorable.
